Honda Repair: 91 Honda Accord Intermittent Wipers, windshield washer motor, windshield wipers

Too problems:
1.) Wipers will not shut off once turned on, until the ignition is turned off.

2.) The interval wipers do not work. Will work in low and high.

What is the most likely defective part ?

Control Module ?

Also, is there an easy way to identify and locate the module ?

Do the wipers work by themselves at times?  Check this out if the car has ever been wrecked.

NOTE: This condition can affect 90-00 Accords,
90-00 Preludes, 98-00 Civics, 95-00 Odysseys,
and 94-00 Passports.
If the windshield wipers sweep when you turn on the
headlights, the turn signals, or the A/C system, inspect
and clean the ground for the windshield washer
motor. A faulty ground lets voltage from these
systems feed back through the washer motor to the
integrated control unit (or multiplex control unit) as a
washer motor input. This input causes the wipers to
run even though the wiper switch is off.

This ground is located behind the l/f corner of the bumper.  If you remove the bumper turnsignal on the left side you can look up and see it.  Make sure it tight.  Have seen this.  

The integrated control unit is in the drivers fuse panel.
