Honda Repair: 97 Accord No Start, pvc valve, delivery problem

My daughter just bought this vehicle last week and currently will not start.  It has 116,000 miles with no maintenance records or owner manual.  The battery is good and the engine turns over just fine.  In the past 5 days she had problems starting, sometime there's no problems and other times it's appears to be flooded and the engine would shake during start-up.  She had to press the pedal to the floor to get it running.  Once started it seems to run great.

My first thought is to replace the plugs, distributor cap/wires, fuel filter & PVC valve.
Once replaced and the problem still exist, what would your next step be?  
Could the engine be running rich?  If so, is there a simple adjustment?

Any help would be greatly appreciated.

It sounds like a fuel delivery problem to me. I would check the fuel pump, pressure regulator, air filter, fuel filter and fuel rail. Usually not a bad way to spend money by doing a tune-up but I think you will find a need to do more diagnosis.
