Honda Repair: 00 Civic EX has problems starting in high humidity., high humidity, studders

Question
The first thing that happened was, while driving from my home in the morning, I couldn't get any acceleration over 20mph. The engine would just start studdering, and after a few blocks the engine light started blinking. The problem wound up going away after about a mile, and then it ran fine for a few days. This problem popped up a few more times, over a few weeks, before it evolved into the car not starting. Now, almost every time it's raining or very humid outside, the car either studders on start-up or won't start at all, and the acceleration problem also still happens. Every place I took it to told me that they would have to recreate the problem to fix it. Since problem is very rare (happens once or twice every two weeks) this is not really a good option for me.
Thank you for any help you can provide.

David:
The worst kind of problem is an intermittent one. What the mechanics are telling you is at least better than them just replacing parts only to find they replaced the wrong part. From what you describe it sounds like it is fuel related and that could be fuel pump, regulator or even the relay. Your best bet may be seeing if you can drop off the car somewhere when rain is predicted so they can recreate otherwise you will need to just start replacing parts and hope.
Sorry I can't be of more help.
