Honda Repair: help with my 87 accord, clogged catalytic converter, emission control system

I have an 87 honda accord it has the 2LFI in it.
I baught it cheap because of problems it had. It seems like it runs best with a full tank of gas.
The fuel line from where you pump it in had rusted away and water had got n there. Since then ive drained the tank as much as i could by the plug on it and ran many bottles of heat through it with several tanks of gas. Ive also changed the fuel filter and replaced that rusted pipe. anyhow it still runs like crap. it starts fine but then boggs down in drive(automatic) when pressing on the gas. i also can smell gas somtimes in the cockpit and it has a holee in the exaust before the cadalitic converter. i know from the book it could be many things so i guess my question would be what components to check in what order of opperation. The gas smell may be from overfilling the gas tank, a lot of people still top off their tank and by doing that you may cause gas going back to the charcoal canister and it gives a gas smell in the passenger compartment. The other problem may be timing, worn rotor, distributor cap, plugs and plug wires.
Faulty fuel injection system, faulty coil or distributor, bad emission control system or a clogged catalytic converter.
In that order. I know it is a lot but with a car that is 18 years old a lot of parts may be worn out.
