Honda Repair: 98 honda civic speedometer problem, speed sensor, honda civic

Hey Bill, I am having some trouble with my 98 honda civic speedometer.  When I first start the car the needle jumps to 20 mph, and it normally stays there no matter how fast I am going.  Once in a while is will bounce around but normaly stays at 20 mph.  Once in a blue moon it will work normally for a couple minutes only to go back to 20 mph.  Ive done some research but I am not sure if this is speedometer head problem or the VSS sensor.  What do you think it is Bill and how much do you think it will cost for me to get it fixed at a dealer or if I could do the work my self.

There are a couple of things you can check; make sure the wiring between the speed sensor and the speedometer is good with clean connections and tight, if the connections are good then check the speed sensor pickup to see if it is good.
