Honda Repair: Honda Legend, honda legend, windsheild

Question
Hi- Just picked up this '89 Honda Legend, 2 liter, V6, Turbo, Intercooled. There are a few electrical weird things, and I think they may be related. What do you think?
Auto trans- doesnt want to shift. Tacometer is only working intermittently. Cruise control doesnt work. Seems to me that these devices are all speed-of-vehicle related. Could there be a bad sensor somewhere?

Also, I don't think that the turbo is working. Is there a way to check? Its just that the performance is so woosy because the trans is never in the right gear. I may be trying to drive in 4th gear from a standstill, so of course if feels like no turbo.

This vehicle also has a mysterious fan mounted up under the hood, by the windsheild. I have no idea what it is for, or if it works. (Hair dryer for driver?).

Your help would be greatly appreciated.

Sorry it has taken so long to get back to you, unfortunately I do not have a wiring diagram that would show how the problems you have could be related. I think you are correct in that these may be related. First thing I would do is get a code reader and see what codes are being thrown out and go from there. Not sure about the fan, you never can tell what people do to cars and why.
Sorry I can't be of more help.
