Honda Repair: questions., spark plug wires, rich mixture

I have a couple questions. about my 93 accord that's sputtering on acceleration.  I had talked to you about a week ago about the problem, still didn't get a chance to actually test the fuel pressure for lack of an adapter, but my dad put his finger over the hole and said it felt like good pressure (and he is a mechanic, just not familiar with newer cars since the age of computer controlled stuff), and also I took it go a guy who knows about cars today and he doesn't think its a fuel problem. apparently according to the mechanic who looked at it today(who is overall pretty trustworthy, however is real jumpy to replace something immediately if its even half bad), he told me the problem with the car was I need new plugs, wires, distributor cap and rotor.  Heres what I'm wondering, just to make sure he's not replacing more parts than need to be replaced.
1. How do you know when a distributor cap is bad?  I know mine did have quite a bit of white build up on the towers that he scraped and filed off, is that pretty normal, or is it time to replace it?
2. Are the 4 prong spark plugs really better than the single prong ones, or is it about the same? He's wanting to replace my 4 prong ones with single prong ones.
3. According to the book I looked at brown is about the normal color, and black sooty deposits indicate a rich mixture or weak ignition.  Well mine are sort of both brown and a bit black.  Also the white part of the wire where it meets the hex area has some brown on it, like it could be slightly charred.  Do you think I'd be better off replacing them with the single prong mgk wires, or keeping in the 4 prong ones I have?
4. the resistance in my spark plug wires is 14000 ohms for the short one, up through 22000 ohms for the long one.  According to my manual anything under 25000 is fine.  However the guy today said they are shot.  From what I hear less resistance is better and that they should all have about the same resistance, is that true?  Would you recommend keeping the wires I have that are within the specs, or should I go with some low resistance wires?

YOUR WIRES SOUND FINE I WOULD GO WITH NGK SPARK PLUGS IT WORKS BEST FOR HONDAS A DISTRIBUTOR CAP IS BAD WHEN THERE IS CRACKS ON IT THE WHITE BUILD UP IS PROBABLY FROM THE DISTRIBUTOR SO I WOULD REPLACE THAT BUT IF THE CAP ISN'T CRACKED DON'T WORRY ABOUT BUYING A NEW ONE AND CHECK THE TEETH ON THE ROTOR TO SEE THERE NOT ALL SHAVED OFF OR ANYTHING.SO YEAH REPLACE THE SPARK PLUGS WITH NGKS AND YOUR WIRES ARE FINE.
