Honda Repair: SRS light, air bag deployment, supplemental restraint system

I purchased my 97 Accord wagon used and have been very happy with it. My SRS light went on about three yeays ago at about 45000 miles. I now have 71000 miles on the car and the light is on again. The dealed replaced it or fixed the problem the first time at no charge. This time they are warning me that it might cost $750.00 if the extended warranty won't cover it.
What is the function of the SRS? The car still runs fine.
I would like to understand what the function of this system is.

The Supplemental Restraint System (SRS) Electronic Control Unit can cause the air bag to deploy unexpectedly. This type of unanticipated air bag deployment could result in abrasion to the hands, arms, or face of a properly-positioned front seat occupant, or could cause more serious injury to an out-of-position occupant.

I dont know what could cause this to come up...but with a little research look like this was recalled in 1996 so it should of been repaired on your 97...if the dealer fixed this for free and its not broke again they should be the ones fixing this.  If this problem keeps happening try pursuing the Lemon Law in your state.
