Honda Repair: Intermittent horn problem, everspeed, cable reel

Is the dealer's diagnosis that bad air bag wiring is causing the horn to be inop plausible?

Does the horn wiring have any linkage at all with the air bag?

Question -
The horn on my '98 Accord LX (82000 miles) normally works when going straight only when the wheel is turned a little right or left.  The dealer replaced the cable reel assby. which did not correct the problem.  The dealer says the problem is a short in the air bag wiring.  The air bag must be replaced at $655 + tax and labor.  Does this diagnosis seem accurate?  Is is possible a secret warranty covers this because of cable reel/air bag problems (Service bulletin 000101)?
Answer -
there is a little metal disk that sits inside your wheel with a contact on it...when you press the horn down these peices make contact...sounds to me like the ring is bent for the contacts are worn out...easy fix man tell the dealers the are full of it an check this first.

It "MIGHT" be possible.   I cant really say to much.  The airbag isnt wired into the horn...the airbag is connected to crash sensors.  From what u told me i still belive it to be the horn's metel disk and the contacts. but again its hard to tell without looking at it...can you get a picture?  My e-mail is everspeed@comcast.net if you can.
