Honda Repair: speedometer fluctuation, vehicle speed sensor, speedometer needle

I have a 96 Accord, 2.2 liter LX.  I was having problems with my speedometer needle not always registering my speed.  It worked intermittently at best and I had the best chance of it working when I was on the highway at high speeds.  With my limited knowledge and reading material in hand I decided it was the vehicle speed sensor so I bought a honda VSS and changed it out.  Of course I am not putting any mileage on the odometer either as it doesnt register. Since replacing the part nothing has changed.  Did I misdiagnose the problem and if so what else could it be?

The most common problem when the speedo is not working is the VSS. Are you sure when you replaced it that you did not loose the small piece that fits on top of the sensor when you remove it? It is about 1/2 inch long, and sometimes they fall out and you never know it. Double check that that piece is there. If it is, then you most likely have a bad speedo head. They are the only 2 pieces that go bad as far as I have ever seen in my 13 years of Honda repair.
