Honda Repair: Electrical?, honda civic 1987, dependable vehicle

I have a Honda Civic 1987' DX standard tranny 1.5 liter engine. About a month ago while I was driving the car started to studder as I tried to press harder on the gas, but didn't quit. Then after I turned it off for about 2 hours it had a really hard time starting back up. I've had several people look at it, each saying that it was this or that only to find that they were wrong. First one said it was the carborator, but I tried putting starter fluid in it, and it still is hard to start (meaning electrial). So I changed the coil, cap, rotor, spark plugs and wires (which were badly corroded)...and my battery is new. This hasn't fixed the problem. I have even cranked it over so much before that the battery dies. Now some other mechanic said that it was the timing belt... but I checked that and it's fine, although my timing is off slighty. I really don't want to replace the entire electrical, too costly. If you have any suggestions or ideas it would be really helpful.

My best advice would be to stop listening to people, find a good mechanic who knows what he is doing and will stand behind his diagnosis.
Sounds like you know a little about cars, but just enough to be dangerous. Sorry if this sounds rude, it is not meant to be.
Just because you sprayed starting fluid into the carb. ,does not mean it is operating normally. The floats could be sunk, and by spraying starting fluid, you just added more fuel to the already flooded engine.
Also checking the timing and checking the timing belt are two totally different things. The timing belt is a belt that could be broken or off a tooth. If it is, it will not start. Is the cam timing on? That's what should be checked.
My feeling is that you have sunken floats. Very common on your car. You may need a carb. o-haul.
