My speedometer just flutters. Is there a way I could fix this
myself? If not do you know the average cost if I take this to
a mechanic?

Hi, Amanda.  The most frequent cause of this problem is that the speedometer cable is binding inside its casing.  To correct, you'll probably need to replace the cable.

Whether you'll be able to do this yourself will depend on how experienced your are with doing auto (or other) repairs on your own.  You'll need to remove the instrument cluster to access the inside end of the cable.  Beyond that, it's a matter of unclipping the cable from the dash and unscrewing it from the transmission, and then the tedious work of feeding it through the firewall to remove and installing the new cable in the same routing as the old one.

Your cost will vary depending on the shop doing the work, the source of the parts used, and your geographic location, so I'd recommend contacting some shops in your area for price quotes if you'd like to get a good idea.  My estimation would be that the cost will be $200 to $300 to replace the cable.
