Answer
You'll first need to check to see why the tappets are making noise to begin with.

The oil could be low.  In this case, you'll probably need to simply correct the oil level and drive the vehicle hard for a few miles to pump the tappets back up.  Of course, you should also investigate the cause of the low oil and consider whether it's worthy of correction.

Your oil pressure could be low.  in this case, you'll need to determine the cause, which could be a clogged pick-up screen, a worn or defective oil pump, or excessive engine bearing clearances.

You could have sludge blocking the passages going to the tappets.  In this case, to correct properly, you'll probably need to remove the head and have a machine shop hot tank it or replace the head.  You may be able to clear this up gradually over time by running a higher than normal amount of detergents in the engine oil-- products for this may be available at your local auto parts store-- but keep in mind that if this is your problem, continuing to operate the engine could create further problems.  Also be aware that if the sludge breaks loose rather than dissolving, it could then clog the pickup screen, creating a low oil pressure issue.

For your rust, sand away as much as you can and add body filler where appropriate.  Spray the area in question with a rust-inhibiting primer such as Rustoleum and then paint over again with a finish coat.
