can you change the rear drums for disc's and pad's on 99/2000 accent and how hard is it or is it a straight switch over.

Answer
According to the information I can gather, there are no Accents produced model year 2000 or later with rear disc brakes.  For this change to be possible, there'd need to be a completely designed rear disc braking system for it to work properly.  

For such a system to be workable, you'd need:
-- redesigned knuckle to accept caliper
-- redesigned backing plate to accept caliper
-- potentially a different wheel hub
-- redesigned brake lines/hoses
-- new calipers
-- new rotors
-- new brake pads
-- potentially a redesigned master cylinder/proportioning valves.

In the U.S., people do these sorts of updates on very old cars (70's or older) on the front brakes.  There are kits available for models that are still in enough abundance to make engineering and selling the kits profitable.  While I don't know that there are no such kits available for the Accent, I'd be very surprised if there were.
