Question
after applying the amount of pressure needed to torque the head what do you mean when you say + 60-65 degrees.

Answer
There are 360 degrees in one complete circle.  So 60 degrees is 1/6 of a circle.  A typical specification is xx ft-lb + 60-65 degrees + 60-65 degrees.

So, when torquing the cylinder head bolts, first follow the pattern indicated and torque each to the specified torque value (using ft-lb or Nm or whatever other torque units are on your torque wrench).  Then turn each bolt 1/6 turn, once again following the pattern.  And lastly, turn each bolt 1/6 turn, again following the pattern.
