is it safe to drive with the abs light on all the time?

Answer
As long as the service brakes are functioning normally and the fluid level is proper, it's perfectly safe to drive the vehicle.  The service brakes function separately from the ABS system.  Of course, your ABS will not be functional while the warning lamp is on.
