Hyundai Repair: Rear Wheel, hyundai accent, brake shoes

My sister has a 2001 Hyundai Accent.  Her rear wheel doesn't turn.  Can you give me some idea of how to troubleshoot and fix that?

Answer
Typically, this problem happens only after a vehicle is not driven for a long period of time.  Usually, driving the vehicle a short distance forward and backward will cause the wheel to break free.  If not, removing the rear wheel in question and striking the brake drum directly with a hammer will free the brake shoes in nearly 100% of the cases.
