Hyundai Repair: 98 Tiburon FX diag codes P1613 and P0441, air control valve, coolant temp

Question
I just bought a 1998 Tiburon FX 2.0DOHC with an automatic transmission. I am an ASE certified parts specialist so I have really tried to find out this info anywhere I can locally but to no avail. I'm not so worried about the P0441 code as I am code P1613. My car "surges" when you maintain speed, but otherwise shifts good. I just got the P1613 code today out of nowhere, I was trying to track down the hose issue at the tank, but did not mess with any wiring around there except for what seems to be 2 8 gauge wires soldered to the tank near the fuel hanger assembly. This car came from NY state and is beyond rusty. I just touched the weld and part of it came off, but the wires are still securely attatched to the tank. after giving up hope for today and settling on getting some new fuel hose from work and redoing the hoses monday, I started the car (and sometimes it doesn't want to start immediately, but 90 percent of the time it starts up on the first hit,) it was skipping like I had a bad spark plug wire, but cleared up. I thought for a bit it could have been the coolant temp sender as after it warmed up it quit this, and then did it again after I let it cool back down, then cleared up again. but I stopped by autozone to get the code checked as the scanner at work doesn't seem to recognize my ECM. It showed the P0441 code and the P1613. I read your answer for the 01 tiburon with the same issue. is there any difference between the 01 and the  98 systems, as mine is definitely a bosch setup, and how do I check the resistance of my Idle air control valve if it is. the other question I have, is there a purge valve on top of my gas tank and do I have to drop the tank to get to it? Thanks in advance HT

Answer
P1613 indicates that the voltage in the "request for check engine lamp" communication line between the TCM and ECM is too high.  If your alternator is operating properly, this problem is almost guaranteed to be in the TCM or ECM, with the TCM being the most frequent cause.  Start by clearing the code.  If the lamp doesn't come back in the next two trips with the car, then the problem is intermittent, and it'll be nearly impossible to diagnose using proper test procedures.  In this case, I'd recommend to keep driving to see whether the code comes back eventually.  The TCM is just a guess, and I'd not like to see you spend that amount of money on a guess.

P0441 indicates abnormal purge flow.  In every case I've seen this code, the purge valve has been stuck open or the vacuum hose to it is broken.  The purge valve on your car is located under the hood along the left side frame rail by the strut tower.  Check the vacuum hose (and piping, since you mention severe rust) between the valve and the intake manifold.  If broken or leaking, repair.  Otherwise, I expect you'll find the purge valve stuck open.

The 2001 and 1998 systems should be nearly identical.
