Hyundai Repair: wierd voltage, fuel pump relay, senser


Question
i was checking my voltage on my 2002 accent gs. and on my ground side to the fuel pump relay was reading 3.86v. and then i checked my tps and it had 5v on sig and ref while unpluged. then idel air controll it had ref and sig of 5v disconcected. and my cam postion senser was reading 11.6v souse votls and ref where the same while unpluged. is this normal ? i already check ground and ground is good . and no codes.

Except for the 3.86V at the fuel pump relay ground, all readings sound normal for a vehicle during cranking or in a state where the ignition key is turned to the on position but the engine is not running (and the battery is a somewhat discharged).

If I may ask, why are you checking these voltages?  I.e., is there a problem with the vehicle?
