I used an OBDII Code Reader on my 2004 Hyundai Elantra GLS when the check engine light came on. It gave me a P2251 Code and read "O2 Sensor Negative  Current Control  Circuit/Open Bank 1  Sensor 1. Does this mean the upstream O2 sensor needs replaced?

Yes, the greatest probability is that you'll need to replace the upstream oxygen sensor.  According to my information, this code indicates that the engine control module has inferred there's an open in the signal or ground circuit for this sensor.  In nearly every instance, this issue is in the sensor itself.
