Question
how do i re-tighten the power steering belt on a 2003 elantra?

Answer
1.  Loosen the upper 14mm power steering pump mounting bolt.
2.  Pry the power steering pump toward the front of the car to provide the proper tension.
3.  Tighten the upper power steering pump mounting bolt.

Note that the alternator belt drives the water pump, which in turn drives the power steering pump.  If you have a belt squeal issue, expect that alternator belt looseness is the actual cause.  To adjust the alternator belt:

1.  Loosen the upper 12mm alternator mounting bolt.
2.  Tighten the long 12mm alternator adjusting bolt until proper tension is achieved.
3.  Retighten the upper mounting bolt.
