QUESTION: I have a 2-door 2003 hyundai tiburon and both windows doesn't roll down. I don't really know what's wrong with it. What are the common causes?
ANSWER: The most frequent issue with 2003 and newer Tiburon windows is with the motor.  Open the door, hold the button down to lower the window, and slap the inside door panel.  If the window lowers, the problem was the motor.

QUESTION: I tried your method, but nothing happened. I heard the clicking sound...but the windows won't do anything. So once I tried slap the inside door panel and the windows don't lower, it is not the motor right?
ANSWER: No, that doesn't mean it's not the motor.  When motors fail, they'll often start working again if you hit them.  But sometimes that doesn't work.  

If you want to know for certain, you can take the window switch out and check for the proper output in each switch position.  Another method would be to remove the door panel and unplug the motor and check the voltage at the connector with a test lamp or voltmeter.

Since there's no grinding, it's a pretty good bet that the regulators are okay and that your problem is electrical in nature.

QUESTION: HOw do I remove the window panel? I removed all the screws, but it still won't come off. It seems like the inside of the panel is attached to the door itself. There 8 wires that go to the controller, but I don't know what they are. I'm sorry to ask, but I can't seem to find/buy the manual for this car anywhere. Thanks again!

There are two screws hidden behind the cover for the pull handle for the door.  In order to access, you'll have to pry off the outer half of the pull handle.

The wires going to the left power window motor are brown (pin 4) and orange (pin 3) in the harness side of the switch connector.  When you activate the switch, you should get a voltage reading of battery voltage if there's an open circuit, or a reading of about 8V if the motor just won't turn.  No reading indicates you have a problem with the switch or power to the switch.

Which brings me to an oops.  I forgot to ask if you checked the power window fuse in the inside fuse box.  If you haven't, now is probably a good time to do that before you get any deeper.

The wires going to the passenger window are yellow (pin 2) and pink (pin 6).  Once again, you're looking for battery voltage or about 8V when you activate the window from the main switch.  For both motors, if you have either 12V or 8V, go straight to the window motor.
