Hyundai Repair: electrical, voltage drop test, fog lamps

I have a 1998 tiburon, auto. What is happening is: I do not have the left/driver side headlights, "fog lights" or high beam. the right side is OK. I checked the bulbs -ok.
the driving light on the left side work but very dim. Could the remote starter cause this? I'm thinking about a bad ground but cant find it. Also when I turn the high-beams or the fog-lamps the RPM's go up.. almost like taking off the overdrive @ 80km/hr.

Both sides of the front lamps share a ground, and each type lamp has a separate power source.

You should start with one lamp and check the circuit with the bulb in place and energized.  Check for battery voltage at the appropriate wire of the lamp in question.  Then perform a voltage drop test on the power side.  To do this touch one voltmeter probe to the positive wire at the bulb and the other probe to the positive battery terminal.  The difference should be less than 0.5V.  Next, do a voltage drop test on the ground circuit.  Touch one probe to the ground wire and the other to the negative battery terminal.  Again, the difference should be less than 0.5V.
