any insights to properly access the cigarette lighter/12volt power outlette to replace bad bulbs without destroying the plastic?

I don't recall exactly how the lighter attaches in this car, but looking at the shop manual, you'll at least need to remove the heater control panel.  Unfortunately, the panel snaps in place and the clips are very stubborn.  You'll most likely need a pick or similar device to hook behind the panel.  Once you have the heater controls out, you may be able to reach in and service the bulbs.  If not, you'll need to remove the entire center dash piece.
