Hi, my daughter has been given a 1996 hyundai excel. It runs like a dream until will put fuel in it. It then coughs, splutters blows black smoke and kangaroo hops up the road. The spark plugs also foul badly. We take the plugs out and clean them the car is left overnight, then driven the next day and it runs perfect. Its had new leads, spark plugs etc. Do you know what could be causing this? Toyota says its a chip problem. We had one replaced at a cost of $400AU it didnt help.

If the problem only occurs after refueling, I'd suspect the purge control valve is stuck open.  I'd recommend either checking or replacing the purge control valve prior to doing any other work.

Presuming your car is laid out like a U.S. specification 1996 Accent, the purge control valve will be located under the underhood fuse box, just beside the air box.

You can view a nice picture at www.hmaservice.com (requires Internet Explorer).  You'll need to register for a free account, and you may also need Adobe SVG Viewer to see the picture.  Once you have your account, log on and click on the Service Information link.  Select Accent and 1996, and click on the ETM (electrical troubleshooting manual) tab.  Select Fuel System, MFI Control System, and then one of the four schematics-- I don't know which control system you have.  At the bottom of the schematic, click on Component Location Index.  Then click Purge Control Solenoid Valve.  A picture of the location of the valve will appear.
