i have a Hyundai elantra, 2001. i wanted to use a device that you plug into the cigarette lighter to power my ipod through the speakers. but it is not giving any power to the device. could it be a fuse or do i need 2 replace the lighter?

It's possible it's the fuse.  Check your lighter element to see if it works.  If not, your fuse is probably blown.  

Keep in mind that if your car has a power outlet, it is not constructed the same as the lighter socket and usually has a fuse separate from the lighter.  Trying to test the power outlet with a lighter will prove fruitless.
