In general, is there some kind of way to program any car w/auto tranmition to shift later.

Answer
I cannot think of any way to do this on a newer vehicle without causing a fault to occur.  The transmission computer typically uses information from the throttle position sensor and the input and output speed sensors to determine when to shift.  If you were to change the output of any of these significantly, the engine or transmission computer would detect that the values weren't in the expected range.

On older vehicles which use a cable from the throttle body to the transmission (1986-1989 Excel), the cable can be adjusted.
