Hyundai Repair: 1996 Hyundai Accent with shutter/torque issues, hyundai setting, hyundai accent

Hi,
I have a 1996 accent with a 1.5L SOHC 12 valve engine and
an automatic transmission.

The car starts fine and idles well.

When I put it in either forward or reverse the car acts
like it it is starting in a higher gear.

I attached a scanner and set it to the Hyundai setting
for my car.

It was unable to sense the car or deliver any diagnostic codes. No check engine light is on.

Just to confirm... I attached a multimeter and did not get
any pulses from any line off the OBD connector... just
the primary voltage on the appropriate pin.

I am pursuing the possibility of a TCM or ECM problem
and want to know if that sounds like it is on track.

How do I lock down the appropriate diagnosis on this?

The only way to do a diagnosis on this is with a scan tool.  You won't be able to get any pulse information from the DLC or the check engine lamp.

One possibility is that the scan tool you're using won't communicate with this car.  If that's the case, you'll probably need to take it to the dealer for diagnosis.

But first, it'd be a good idea to check the basic things that are necessary for the TCM to operate.  The TCM receives power from fuse 5 (10A- cluster, clock, radio, room lamp, ECM, ignition switch) and fuse 15 (Automatic transmission) of the interior fuse box.  My diagram doesn't list the labels you have on the fuse box door, so I've listed the things the fuses control.

You should check to make sure both fuses 5 and 15 are good; and that fuse 5 has power at all times, and fuse 15 has power when the ignition switch is in the "on" position.
