One of my fog light bulbs blew, how do I change it and can I get just the bulb? Is it expensive?

You can change just the bulb in your fog lamp if you wish.  The bulbs are halogen and typically cost $10 to $30, depending on which bulb is required and where it is purchased.

I won't be able to give you a good procedure for changing the bulb, however, because I don't know what year and model car you have.  If you reply with that information, I'll gladly advise on how to replace the bulb.

Answer
You can access the back of the fog lamp from under the bumper cover.  

Laying on the ground, reach up inside the bumper cover and twist the fog lamp bulb counterclockwise and pull it out of the lamp assembly.  Then unplug the bulb and remove from inside the bumper cover.  

Install the new bulb in the lamp and secure in place by turning clockwise.  Then reconnect the electrical connector.

When doing the above, access between the fender liner and the area behind the bumper cover will be tight.  If you'd like, you can take the two screws (or locking clips) loose and pull the fender liner back to get better access.
