i have a 2001 sante fe it was making a lot of noise come to find out the shaft on the power steering pump was bent (they said from the previous mechanic tightening the belt to tight)
so we replaced the power steering pump   3 times now and I still do not have power steering at low rpm's now they are telling me it im my rack & pinion (sp) I just have a hard time believing that it worked fine before they changed the pump and with a new put another $1000 problem arises

The problem could be anywhere in the system.  It could be the pump (but you just had one installed).  There could be a restriction in one of the lines, especially if the vehicle has been involved in a collision.  Or the problem could be in the rack.

I also get the feeling I don't know the whole story here.  You say the pump was replaced because you didn't have power steering at low rpm's, but later you say that the system was fine before the pump was replaced.  This is leaving me really confused.  Can you clarify?

Also, which engine do you have in your Santa Fe?
I have a 4 cylinder ..........
the original pump was replaced because it had a bent shaft which made the pulley wobble.  pump work fine just the shaft was bad.
have replaced the pump 3 times now but still no power steering at low rpms. A lot of whining and no power steering at low rpms.

If the low rpm lack of assist has been an ongoing concern and it has not been fixed by replacing the pump on two previous instances, there's no reason to believe that the pump would fix it in this instance either.

The steering rack explanation given you by the shop is plausible, but I'm in no position to be able to tell you whether it's correct.
