Hi, Jim.  To give you an accurate answer, I'll need to know what year and model car you have and whether the brake bulb you're replacing is in one of the tail lamps or the center high mounted stop lamp (CHMSL).

Some cars have tail lamp bulbs accessible from inside the trunk and others require tail lamp removal.  Similarly, some CHMSL bulbs can be accessed from the trunk, while others must be removed to access the bulb.

Answer
On this car, you'll need to remove the lamp assembly to get to the bulb.  Presuming you've got a four door, open the trunk, and there will be two tabs that attach the lamp to the package shelf.  Release the locking tabs and push up to get the lamp to pop loose.  Then, inside the car, remove the lamp assembly and replace the bulb.  The lamp should then snap back into place.
