When I take my foot off the gas the transmission shifts into a lower gear like a down shift is this normal.

No, it is not normal unless you are going slow in a high gear and it is about the speed that it would shift down. You should have it checked by an automatic transmission specialist. It is an American transmission so most automatic transmission shops can pressure test it and if necessary make adjustments or repairs. It is not something a DIY should attempt.
