Jeep Repair: Cold Weather Starting Problems, jeep grand cherokee, foot elevation

Question
QUESTION: I have a 1999 Jeep Grand Cherokee Limited. I live at 8500 foot elevation and frequently have tempetures well below 0.
Occasionally, at temps less than 10 my Jeep will attempt a start, immediatly die and then not allow a restart for at least 24 hours.
I have used dry gas treatments, run heaters on the engine and fuel lines, even towed it to a heated building for days (and then after giving up and calling a tow having it start like nothing was ever wrong!).
I never get error codes with a reader and the mechanics that have looked at it have not been able to determine any problems, it will never re-create the problem for them.
The only clue I can see is the "attempt start" (runs for less than 5 seconds) and then the apparently 24 hour rest period as well as only occuring at cold temp's.
Got a clue?
Doug.

ANSWER: Do u have a gray or black key

QUESTION: My key is gray.

ANSWER: do u have a red blinking dot when it wont start?  could be a skim issue  that will prevent the jeep from starting  and on the 3rd time it will not start or do anything at all correct?

QUESTION: I do not see any "dot" (I assume you mean on the dash display), however I was never actively looking for one.
What is a "skim" issue?
Usually it does start briefly on the first attempt, than will just crank and not hit at all.
Doug.

Answer
the gray key is SKIM  sentry key ignition module. Keeps people from taking the jeep if they have a key and its not programed to the jeep  it will start up for 2-3 seconds then die  3rd time it will not start up or anything for 1 hour. A dealer will only one that will be able to get into that module and see if there is any codes.
