Jeep Repair: LDP P1495, jeep grand cherokee, 2004 grand cherokee

Hey I have been pulling the error code p1495 on my 2004 Grand Cherokee 6cyl, sometimes my car wont start on the first try, but it will start usually the second time, and also I can turn off the AC and it will start up... Almost like the vaccum that runs the part in the ac gives vaccumm back to what ever is lacking it to start the car. So I replaced my ldp and the vaccum line to the top was cracked so i cut the cracked end and then attached it. I am still pulling the same code, ive tried to reset it but it comes back. I also bought a new gas cap to make sure it was holding pressure on the tank. I did notice that the part I got from the jeep dealership was slightly different than mine, the difference in the sku was a D or a C i think, the guy said they just changed the sku. But the actual LDP is hardly different, the electrial connector and vaccum line are just switched, that was the only difference. But my Jeep is a 2004 Jeep Grand Cherokee 6-cyl. Any help would be greatly accepted.

When Monitored and Set Condition:
P1495-LEAK DETECTION PUMP SOLENOID CIRCUIT
When Monitored: Continuously when the ignition is on and battery voltage is greater
than 10.4 volts.
Set Condition: The state of the solenoid circuit does not match the PCM’s desired state.

GOOD TRIP EQUAL TO ZERO
(K125) GENERATOR SOURCE CIRCUIT OPEN
(K107) LDP SWITCH SIGNAL CIRCUIT OPEN
(K107) LDP SWITCH SIGNAL CIRCUIT SHORTED TO GROUND
