Land Rover Repair: Water Pump..., crescent wrench, honest mistake

I just got my 98 Disco out of the Shop for a new water pump and bottom Radioator Hose. I got is Friday AM, drove it all day yesterday and a little bit today. When moving it out of the drive way for my wife, as I started, moved it, then parked it...I heard a terrible racket under the hood. I turned it off, tried to start it again - nothing. Let it sit for 30 seconds it started up but had the terrible racket, I turned it off, opened the hood... To my wonderful surprise, my fan was sitting in the fan cavity completely unattached. I threaded it back on by hand, took a crescent wrench and tightened it pretty tight. As I was doing this I noticed the belt was turning with it. Basic question...How tight should I tighten the fan? Do I worry about the belt turning with it? How could a mechanic not tighten the fan on a repair job like that? Should I find a new mechanic, or is this an honest mistake? If not a mistake, should I be looking out for something that I do not know about?

Well, I would certainly have a talk with the mechanic about how that happened. People make mistakes, but the auto repair field is unfortunately rife with incompetence. We have a tool to hold the pulley while loosening or fitting the fan.  Maybe he lacked a tool . . . but if you don't have the tools or the knowledge, you should not be doing the job, in my opinion
