Land Rover Repair: electrical probms., blown fuses, cigarette adapter

I have a 2003 disco, and two days ago the windshield wipers stopped working, the cigarette adapter stopped working, the radio turns on, but does not turn off when the key is removed, the heated seats also stopped working.  I have checked all the fuses including the ones under the hood and have found no blown fuses, everything else seems to work fine.  I was wondering if maybe you might have some idea as to what might be happening.  I don't want to take it to the dealership so could you please help me?  Thank you so much

I suspect you may have a fuse box failure or a body control module problem but I really don't know how you can test those things at home.  It requires special LR test gear.

If you don't like the dealer do a search for an independent with Autologic or T4 equipment.
