Land Rover Repair: Range Rover horn&cruise buttons not working, land rover specialist, electrical signals

I just purchased a 1995 Range Rover in good condition except neither the horn nor the cruise control work.  The cruise control dash button lights up when I turn it on, but I can't set the speed or get any response from the steering column buttons.

Could this be a fuse problem, or something wrong with the steering column electrical connections?  If it is the latter, is it possible to repair the connection from the steering column to the electrical harness in the body?

There is a good chance the spool - a part that carries electrical signals from the steering wheel to the column - is bad.  The thing is, if you take it apart, you're going to need a Land Rover specialist with proper test gear to reset the SRS light.
