Land Rover Repair: 03 disco remote programming, t4 test, ebay

Question
I bought a spare uncut remote key on ebay for my 03 discovery. I took it to the dealer and they said that since it did not have the bar code, they did what they could but thought that the remote was unprogrammable. They charged me $40 for this, so I think they tried.  The seller of the key said that they have had several customers be told the same thing, but find that the remote can be programmed when they take it to another dealer. Do you know any way that I can try programming the key before I ask for a refund?  I would really like to have a spare remote key and not have to pay $200.

Answer
My own knowledge (our service department does keys and programming, too) is the same as your dealer.  There's no way I know of to program a new remote unit if the bar code tag has been lost.  The T4 test system can't read the code from a remote.  We have to type it in from the tags.  If the tag is lost, the remote is junk, as far as I know.
