Land Rover Repair: 2001 Discovery II fusebox, fuse holder, fuse box

Question
in the fuse box under the steering wheel, there are two wires that attach to clips at the bottom of the fuse holder.  What are these?  One of them is broken off, but it doesn't seem to be affecting anything?

Those wires are not original.  They were probably added by someone who installed a car phone or some other accessory.  The accessory may not even be there any more.
