Land Rover Repair: Check engine light, t4 test, luck john

I have a '97 RR 4.0 SE. The check engine light will not go off. The fault codes come up purge valve. I replaced the purge valve x 3. The light goes off, then when I shut off and restart vehicle the light comes back on. I took it to a dealer and was told it's the charcoal cannister, I replaced that, the same thing happened. Fault code purge valve. Smoke test showed no evap leaks.

The purge system fault codes do not point to parts you need to change.  Rather, they point to tests you need to run to find out what's wrong.  

Your dealer has a T4 test system that can go through the testing routines to find out what's wrong with the purge system.  The testing is more involved than just reading codes with a scanner - it may take a few hours.

If you don't want to go to the dealer there are a few independent shops with the equipment to address this, but most general purpose garages will not have the proper tools.
