Land Rover Repair: Dash Ticking Noise, brian becker, fuse box

I have a 2001 Land Rover.  I noticed a ticking sound coming from the dash.  The ticking noise sounded a lot like the noise my turn signal makes.  I removed the fuse box cover on the driver side.  I noticed a part that looks like a small squirrel fan.  This plastic fan was rocking back and forth slightly producing a ticking noise.  I placed slight pressure on the part with my finger and the noise was gone.  I wanted to know what does that part do, and will it matter if I use something to stop it from moving?  Is this something I need to replace?  Thank you for your help.  I enjoy reading your tips, and have found many of them very helpful!

Hi Brian,

I've been looking all over for something that resembles a fan in, on or near the driver side fuse box.  I have no idea what it could be. I've checked the workshop manual and owner's manual for the 2001 Disco and I don't see anything like your description.  Anything else you can write to help me find out what this 'thing' really is?
