Land Rover Repair: discovery engine problem, fuel injection specialist, intercooler pipes

I have a 1995 Discovery 300TDi,150K miles, mostly original parts apart from service parts. Have owned it for about 5 yrs with few problems, so I am reasonably used to it.  Recently, I have experienced a considerable loss of torque at lower revs (under 2000 rpm).  Recently serviced it & about 500 miles since a new cam belt.  I can hear the turbo spin up ok at about 2000 rpm but there doesn't seem to be the 'surge forward' that there used to be when it happened and the vehicle 'hesitates' a bit when I change up (manual). The engine starts ok, runs fine except for this, idles smoothly and seems to run fine above about 2000 rpm.  Air filter is clear of clogging.  I don't fancy towing with it like this - any ideas on what I might check before heading for a fuel injection specialist?

It could be more than just fuel injectors, although that's a good place to start for a '95.  It could be a fault with the EGR (emissions related), the intercooler pipes could be leaking or have cracks.  They can be cleaned with thinners, by the way.  Also, check to see if there is any play in any of your pulleys.  Timing belt can also be a culprit.
