Lexus Repair: Celica GTS idling after warm up, coolant temp, haynes manual

Question
My question should have been directed to the Toyota experts but they are all maxed out. Please help. 3 months ago, I've bought a 1989 Celica GTS 5 speeds with a 3S-GE motor. Car/engine has 128,000 miles. After sorting out the usual mechanical issues (brakes, timing belts, water pumps, etc.) the car runs fine and it feels most of the 145 hp are there. There is just one issue. When outside air temp is cold, after it starts, it idles at 1800 rpm, which is normal. But it takes a long time of driving(almost 10 minutes) for the idling to return to 800 rpm. While the coolant temp gauge moved 1/8" away from it lowest position, the rpm is still at 1200. I've checked the Haynes manual but could not see any adjustment for it. Please advise.

Answer
No repair needed.
The ECU will idle it at whatever it thinks it needs to idle it at. ;)

Most new engines will start-up around 2000rpm & run a "higher than warm idle up" (headlights, A/C, powersteering, big load items) until the engine is absolutely completely 110% warm.

The government is bitchy about start-up emessions. Running emessions are so low for most imports now, they've changed focus to cranking, etc.

They want the pre-cat<s> & main cat<s> lit up as quickly as possible.
