Lexus Repair: Steering noise, power steering fluid, power steering pump

1992 SC 400 - 145,000 mi. - makes loud whining noise when start up, eventually diminishes as engine warms.  Also, loud groaning noise when turning left or right, tends to diminish as engine warms.  Power steering fluid level okay.  Power steering pump replaced by Lexus 3 yrs. ago.  Problem becomes more severe as outside temp drops.

Hello Donald, The whining noise on start ups sounds like a bearing of some sort. It could be anything from the alternator to a drive belt idler bearing. The P/S noise could either be the pump again or a restriction of some sort like a aftermartket pressure hose or a a clogged screen on the solenoid at the P/S rack.
