Lincoln/Mercury Repair: no heat, grand marquis, model check

I have replaced the actuator and control head and for some reason the door is not moving. I took the actuator off to watch it move but it is not...I dont know what else to do...could you give some of your insight?

I need the year and model! Check fuses first, but you seem pretty sharp to be working on this part of the car so you probably did that.
The car is a 1999 grand marquis

I get more and more women working on their own cars. I love it, I think it's great. This might be a short or bad connection. I am assuming the part you are installing is new. If you could put 12 volts to it to make sure it works, then you could test for continuity in the plug to make sure your getting power. Once we determine these issues then we can make a move on the repair.
