Mazda Repair: Low Idle Emissions Fail, jananese, mazda 626

For the last couple years my 91 Mazda 626 has been failing
emissions, last year it cost me over 800 to get it to pass
looking to avoid that this year, was wondering if there was
a simpler way or something that i'm missing that would
account for the low idle failing the emissions test.

you can adjust the idle there is also a sensor that may need to be replaced you can pay to be exemt for the emissions in some states it's about 4-500.00 but only a on time use. might be cheaping to have the engine replaced there is a place in toronto that sells jananese motors all that has to be done is some emission component swaps they sell for about 700 but not to sure of name or were in toronto.
