Mercedes Benz repair: low coolant light and a fan that will not shut off, c230 mercedes benz, mercedes benz c 230

Question
I have a 1998 c230 Mercedes Benz. This morning while driving, the low coolant light illuminated. I noticed that the engine temperature was 80 C (normal). Just as a precaution, I turned on the heat in my car to keep it cool and pulled over.

I checked the expansion tank, hoses, and the engine. No leaks and I can feel the water running through the hoses. The expansion tank has a normal level of fluid. I drove home just in case (I was not far from my home). I parked my car and noticed that the fan was still running. In the cool weather, the fan hardly ever runs. Two hours after shutting off my car, the fan was still running. I checked the car and the temperature was 40 C. I started it and let it come up to temperature. Same thing: coolant light on and off, fan running. I shut down the car and unplugged the fan. I pulled the expansion tank and cleaned it. Also I checked the resistance of the sensor. 100 ohms at full and 0 when empty.  What do you think? The dealership cannot wait to charge me a boatload to tell me what I have told you. Any Ideas? Not sure why my fan is running constantly.
