Mercedes Benz repair: transmission, vacuum modulator, mercon

i was just given a 81 3000d the trans dosent want to shift when cold it took about 2 miles to shift into 2nd and about 4 miles to 3rd it only will shift at high rpms is there a vacum problem are something else also what type of atf shoud i use thanks

Sounds like multiple issues:
#1. Vacuum supply.
#2. Vacuum modulator.
#3. B2 piston.
