Mercedes Benz repair: Trans not shifting on 81 300D, trans issues, 300d

Hi, I have 1981 Mercedes 300D non turbo, AT is shifting poorly, I have heard that there might be a vacuum adjustment issue with these.  It cruises well on the highway, but not around town, where, I have to slow down and speed up. during accelation, engine revs up but trans does not shift, unless I take my foot off the pedal. How can I determine if it's a vacuum issue or other major trans issues.  Thanks.
