Military Vehicle Repair: Flywheel teeth, flywheel teeth, loaded dice

Hi Van,
My K5 ('86 ex-military from Germany) misses a few teeth from the flywheel (I hate that shrieking noise when te starter hits that spot). Before changing the flywheel I would like to know why this happens with these 6.2's. What can I do to prevent it from losing teeth again?

I think it is because the starter mounting bolts work loose, and are not cought soon enough.

The engine is kinda like loaded dice, and will stop rotating in just a few favourite places when it is shut off.
Those are the teeth that take most punishment.
